Stop tickets loop by creating exception in sending notifications (auto reply) for creating the ticket in the service desk!

the idea is it would only apply to specific address(es), and only to a specific item(s) in the subject. We would then make a exception to NOT send an automatic notification to those specific tickets and hence no loop.

When we allow another party's ticketing system to email us, it can open the door for ticket loops via email.
