After flowing from the Problem ticket to Jira, resolving the Jira ticket culminates in a Change being creating. We should be able to relate a Change to one (or more) existing Jira tickets so we can track the full lifecycle to resolution.
I think it would also be important to allow control of who can link/unlink Jira tickets, as well as track linking/unlinking in the Audit log on the Change.
