I'ved set trap rule to send an email on Trap viewer when configuration has changed or something went down.
I did not recevive anything, but found log in current trap.
Did you follow the steps listed here on how to configure Trap Viewer?

I'd add another action like "Write to local text file" or tag/colour the incoming messages. This confirms if it's a problem with the filtering/matching or with the email configuration.
If the incoming messages don't write to the log file / get tagged / get a colour, then you need to check your filter configuration.
If the incoming messages do get written to the log file / get tagged / get a colour, then you need to troubleshoot the email configuration. It's been a while since I've used the legacy Trap Viewer tool but I vaguely recall a trapviewer log file somewhere under one of the C:\ProgramData\SolarWinds directories. I haven't configured Office 365 as a mail server before so a stab in the dark below.
I'm not sure if TrapViewer uses TLS 1.2 which is a requirement for the direct authentication method. You might need to look into Option 2 or 3 here (I think you're using option 1?).
