I would say no from a reporting engine perspective. Best bet from the UI perspective would likely be the ticket search option and a new column set that would include all the applicable fields. Depending on the number of tickets in the instance, this might not be possible without a timeout. You might also have to adjust max returned records in the system settings if that has been previously limited. Then export that result.
Otherwise, you'll be getting into SQL (whatever flavor is deployed) and building that output manually.
I think most people give the Auditor a Tech login and away they go....
I did it for something internally recently and found that I got what I needed by doing a search with no criteria. Then I held shift while clicking the "select all" square at the top left, then exported them all using the cogwheel button and selecting "Download TSV". It may take a wqhile depending on how many tickets you have but it worked for my needs. Just make sure to hold shift when you click the button otherwise it will only export the tickets on the first page.
It is worth saying that the notes and history are there but the formatting is really terrible to read, but Im sure it could be easily cleaned up, just depends on how much you want to assist the auditor. :P
Totally forgot you could export them as PDFs as well. That looks a lot nicer but can be harder to search.
