Client login is currently disabled

How do I re-enable this feature within Web Help Desk. I've looked everywhere within the database and site to no avail. Please help!

In Version 12.1, the client login can be enabled and disabled globally in Setup > Client > Options. You can also enable and disable client login for clients in a specific location at Setup > Companies & Locations > Locations.
