Please add the "Ad-Hoc" restriction Scope to "Create" "Incidents". Changes already has this. It would solve the problem around restricting creating general tickets in a category/subcategory, while still allowing requesting items from the Service Catalog that are in that category/subcategory.

Currently, if you have a permission like this, the user can't request a service catalog item in the Hardware/Hardware Request subcategory.

I still want the user to be able to request items from the service catalog, I just don't want them to be able to create a generic "ad-hoc" incident in that category/subcategory.
The Ad-Hoc Scope restriction that exists for "Create" "Changes" solves this issue for the Change Catalog, and it would be great to mirror this feature into Incidents.
