Currently the change calendar only pulls system default states into the outlook calendar. Due to the nature of how we have setup our change catalog items for normal, standard & emergency changes, we implemented a few custom states into our workflow process. When we rolled out these catalogs for our teams.... the change calendar stopped pulling items into the outlook calendar because of the use of custom states.
In order to fully utilize this tool, it would by ideal for custom states to pull into the outlook calendar as well.
Additionally, the documentation regarding the change calendar states that it pulls all states except Declined & On Hold. This should be clarified that custom states also do not pull. https://documentation.solarwinds.com/en/success_center/swsd/content/completeguidetoswsd/change-calendar.htm
