In tech window make the top bar static

Have it so that the top bar is static and the only part that scrolls is the bottom frame with the ticket information/ticket queue etc.

I actually dislike when websites do this.

Sometimes this makes navigation easier, but sometimes it makes things a lot worse. Given WHD is currently a heavily vertically-oriented view (apart from the HTML5 mobile interface), a fixed top bar, with the presumably also-fixed SW black bar above it, is going to make the techs "viewport" way too small.
