Allow the option to specify the visibility of comments, whether public or private, when adding comments to Change Requests.

This would be a great option for us as we put change request in on a users' behalf to manage our projects. We need to be able to have private comments just like an incident.

PLEASE ADD THIS!!!! This makes it really hard to keep records in a Change without blasting unnecessary info to the CC's and Requesters who we sometimes also want to contact viat the Change.
