I would like to know if its possible to create local accounts on Service Desk while authentication is done by Azure AD?

Absolutely! Since the main identifier in SWSD is the email address, you can create users manually or via a csv import and then have them sign in via Azure SSO.

I already have the synchronization done by Azure AD but I can no longer login with local accounts, so I question, since I first used local accounts and after the addition of Azure AD I can no longer, is there a way even with the synchronization by Azure to create local accounts outside of Azure accounts?
Absolutely. You can still create local accounts within SolarWinds Service Desk. Take a look:
What you may be having trouble with is that you're being redirected to the Azure SSO when you're trying to login, so you're not sure how to authenticate if you are not using an Azure account. That setting is in the SSO Setup:
What I think you want is a native login URL. Modify this then try logging in:(https://<ACCOUNTNAME>.samanage.com/login?native=true)
