Add @ feature for users with unlicensed roles

When an unlicensed user accesses Samanage, they are sent to a version of the site that is different from licensed. In this version of the site, they cannot @ other users like shown in screenshot 2. My suggestion is that all users are able to access this feature on both versions of the site.

If this is added, there needs to be an option to disable it or have it as a permission. I could see this being abused.
