Reports can use filters, but cannot use advanced logic (for instance, you can add the Requester attribute as a filter, but you cannot use "Not" logic - so if I wanted to find all tickets written by anyone except a subset of users, I cannot, except to list everyone but those users). I also cannot use anything but AND logic between filters - it'd be nice to have two filters and say include tickets where either is true (OR logic).
