Similarly to Incident resolution I'd like to see a pop up on 'Change Complete' to ask for Closure Notes and 'Actual Start and Finish' times.
At this stage the user has the ability to close a change without putting this information in. If we make these fields mandatory in the change request then the user needs to fill in dummy information when submitting the change and then not necessarily filling in the correct information at the time of change closure.
