Why not use Orion Maps? You could literally nest groups, other maps, or icons with links to dashboards. A quick example can be seen below... These could represent each OC in your example. A number of other examples available here.

In the latest release you can enable a setting to automatically remove unknown volumes, this may be something that might help. You would still need to run the discovery to add the new ones.
