This functionality exists on the Service Catalog side, but not on the Fix an issue side. Can it be enabled across the platform?

No, in the comments of an incident. Either updating another user on the progress of the ticket or another agent that may need updating
Hi @ChipCreely,You should be able to @ mention other agents or service task users on an incident to send them a notification. You will want to open a ticket with support if this is nothing working for you.
