I noticed that some UPSs filled the Power Control Unit Status correctly, but some don't. Does anybody know why? Is this related to the UPS model and brand? If so, is there anyway to fill that information?

I think that the problem could be related to the APC Galaxy UPS management card and solarwinds UPS poller functionality. But I can't personal verify it cause the Galaxy uses the Latest card NMC4. I only have NMC 2/3..

Without a MIB walk it's difficult to say for certain what the issue might be. I would recommend applying the following UnDP, upon which the native APC UPS Monitoring was built. This may help you troubleshoot more easily.
