Recently, I created custom SQL reports using Report Writer. The reports previewed OK using Report Writer but displayed "No Activity to Report" when using Web Console Report View.
With help from SolarWinds Support, I found once again that the software used view reports using Web Console View did not accept SQL constructs accepted by Report Writer preview option.
In this case, I had to change comments beginning with "--" to block comments using "/* ... */".
