"Encountered error while testing Action Rule 'Documentation Only'"

I received this error message in the WHD only after upgrading to version 11.2.1 from version 11.0.7. Dont see any functionality issues with it.

Just wondering if anyone has some insight on this possibly?

What does your Action rule called "Documentation Only" do. It is possible there was in issue with a condition or action?
