Edit/Add Survey Questions - WHD

How can I edit or add questions to a survey using WHD? I know how to create the survey, but I wasn't able to find a place to edit/add questions.

Setup --> Surveys --> click on the survey --> scroll down and click new question in the lower left opposite the save and delete buttons.
