A lot of government environments are offline and air-gapped, requiring the use of the offline activation/deactivation process. It would be very beneficial to have the ability to invoke the offline deactivation process using the migration.exe tool in cases where the web console may not be functioning properly. We have run into this multiple times and would like see this option become available.
