With the release of modern dashboards the "Settings" menu now shows for non-admin users. However, the "Manage Nodes" link still doesn't show for non-admins, even if they have the "Allow Node Management Rights". Please show the "Manage Nodes" link for anybody that has the "Allow Node Management Rights".
