Is there a way using Service Catalog item to skip process task?

Hi, I'm a newbie trying to figure out service catalog and how to best use. We have to report Monthly Controlled Substance orders for five States at the beginning of each month.

I want to be able to create tasks for each state within the same Service Catalog Item so at the end of the process we can see all the reporting has been completed and close the Service request and notify the appropriate groups.

I created a service request with seven different tasks. Some of the tasks have to wait on a response via email and may take a day or two to arrive. I want to be able to skip the task "waiting for email" and work the other tasks in my process.

So far all I can come up with is creating a Service Catalog Item for each State that we need to report on. Any ideas on how to overcome or a better way to accomplish what I need?

It would likely be best to group those tasks under a concurrent group, that way those tasks can be worked side-by-side instead of sequentially.
