Reporting needs to have a not equal to option

For example, the reports need to have "not equal to" option. For example, I have a particular state that I do not want in a lot of reports or specific person that submitted an incident. I need to be able to set a filter on these incidents to show all tickets and everyone that submitted them EXCEPT a specific user. Right now, I don't see a way to filter with a not equal to option.

I had this issue, but this is possible in some places and not others. Also there are 3 vertical dots in some of the filters that lets you see only active items like users and groups. This was something that I wasn't aware of for a while.
