Option to create Filter in Incident using Sub-Category

Feature Request Title: All incidents filter

Description of Feature Request: The customer wanted to filter the Incident view based on sub-category. I could see that the filter view in Incident has no sub-category as well by trying to replicate this. Same with the customer's screenshot: https://snipboard.io/QJgABF.jpg

This does exist, but you need to select Category first, then select Subcategory. This means that you wouldn't be able to filter using subcategories from multiple different top-level categories.
