Allow Global Custom Fields to be used in the change catalog items

Allow Global custom fields to be used on the Change catalog items or create custom fields for the change catalog ( like we do for the service catalog).

Because sometimes, when you have a considerable number of change catalog items, it is a lot of time-consuming work to create process fields for each catalog again and again.

While there is a "workaround" to bring in global fields via dynamic form rules, it would be nice to see the option to pull in global custom fields natively in the change catalog. The ability to restrict custom fields to changes already exists, just not the ability to use them without building out custom forms and linking them via dynamic from entry.

I will have to test and see whether using the rules would make the custom fields viewable in the Portal where my users are actually filling those forms out. I doubt it. Except for the fact that my users must use the Portal, I'd just use dynamic forms and be done with it.
