Sometimes incidents come in to the wrong team or need to be assigned to a different team. In these cases to reassign to a different team typically the agent does not have permissions to that category and so completing the reassignment would result in them losing write permissions to the item. This is ok since they had write ability at the point where they took the action. Currently we have to work around this by adding ourselves as a CC or changing the category to one we have permission to, do the reassignment and then make a private comment asking the new assignee to remove the unneeded CC or to update the category. This is extra steps. When you have write permission you should be able to finish the reassignment.
