Allow the Update Function to be disabled for specific Security Groups. Prevent Changes from moving to a Closed Complete Status with open Tasks when using the Update Function.

Allow the Update Function to be disabled for specific Security Groups. While we would like this enhancement for all modules (i.e. Incidents, Changes, etc), the higher priority for us would be within the Change Module. The update function allows us to bypass the Process Enforcement Enhancement which was implemented late August of 2021 for Changes to prevent changes from moving to a Closed Complete status if there are incomplete tasks associated with the change. The other option would be to have the ability (toggle on or off) to enforce these same rules when using the Update Function.
