Reorder Custom fields

Need the functionality to edit custom field order of items. currently they are in a left justified column in the order they are entered. I would like to have them be able to be reordered in any order we want / need.

I'm WAY onboard with this.

Example:

Custom field - Address (Street number/name) - way up top.

Custom field - City (actually city location) - 10-15 fields down from address

Custom field - State (physical state of site) - way toward the bottom

Custom field - Zip Code (<--) - the very last entry

I'm going to have to make 4 fields, Site-Address, Site-City, Site-State, Site-Zip Code. This way, they are all "together" and in order. But I should be able to reorder the fields at my leisure, in whatever order I want - not just alphabetical.
