We have found two different uses for this behavior which I will detail below, and would prefer to have this behavior work without sending notifications to the Requester when they leave a comment themselves as well.
1. Manager CC'd on an Incident where an Employee is the Requester and the request requires Manager approval. (Access request, purchasing request)
2. IT manager CC'd on a ticket where one of their Employees is the Assignee and they wish to follow the issue and solution. (Solution may require Management intervention or Management access to complete)
