We would like to:

Send our survey to 50%+1 of the population of requesters for that week,
Have an exclusion list (example only send it to requesters and non ITS employees (have the ability to identify requesters based on domain.
Be able to add people to the exclusion list ad hoc, only have requesters get the survey no more than once per rolling 30/60/90 days, and have an option for the requester to opt-out from surveys
