Change Requests - Remove "Restart Process"

Requesting to Remove "Restart Process" once the change request has started (In Progress/any state) or once the CR has been completed/decline

I disagree for a bit as in some cases this can help solve an issue with the change request. I would suggest that if removed to let an admin still be able to use this function. A normal agent should not be able to do this.
