IP SLA is a Cisco technology, and I don't believe Mikrotik has equivalent functionality available in their routers

Unfortunately, this is still true. Orion can use an AD account to connect to the database during the Configuration Wizard process, create the database, setup the monitoring user, etc but for normal operation of the polling engine it can only use a SQL account.
