I am having the exact same problem. It seems that there is a correlation between when these blank configs are downloaded and when the WAN out to the location of the node has had problems, which makes sense if the download is interrupted. OK, regarding #2: On the new platform where the webserver was installed it was put on the D: drive. AFAIK you need an additional polling engine (quite costly) placed in US to do what you're asking for.
