You can monitor ACI on the APIC level if you have SNMP enabled. SNMP access however is dependent on what contract you have.

Hi, We've got a nationwide monitoring setup with 40+ core sites. Each site has a group of operators. We've got more than a dozen users wanting to create and update maps for their respective sites. Obviously, no single user has enough knowledge to know the topology of all the sites, sub-sites, etc.

AFAIK you can't tap in to the meaty information in ISE using SNMP. The closest you can get to the information is by passively receiving ISE related event logs.
