I've seen this happen with other clickable links due to security. If you have a system in place that scans links for malicious activity, the link may be being consumed which is causing the next click, the click by the user, to show that it is expired.
That would be my first path of investigating the issue. I hope this helps!
Experiencing the same issue and can confirm that we have a safe link service with Microsoft, so that is likely the culprit? But is there a way to resolve this?
The In-Notification Direct Actions option should help (it should be set to the Off position):
Will turning this off remove the approval notification buttons that say Accept or Deny? wouldn't want to get rid of those if that is the case.
Yes, those buttons will move from the email to the survey page. The survey notification email will include a single button that will take requesters to the survey page.
Did you ever figure out how to bypass safe links for the satisfaction survey without turning off In-Notification Direct Actions?

I did yes, found it more beneficial to have surveys working than not!
