It seems the only way I can allow our voice staff to admin the IPSLA app is to make them administrators for all of NPM+APM+IPSLA.
Is there another way ?

You should be able to do this. If you change the settings on the account level, you can hide the other views and enable the IP SLAM views. However, if they have Admin rights, then they can change their access to these views. I recommend creating a view for the voice team and remove the other modules. Also, make sure you set the default home page to IP SLAM instead of NPM.
There is a problem with users who have Account Limitations and IP SLAM. We are aware of this issue and are working on a fix.
What exact error are you running into?

Where we are multi-tenanted and have 300 customers. Is there a way to limit individual customers so that they can only view their ipsla statistics? Or do i have to create a view for every client?
You can apply account limitations for each user and define set of nodes visible to him. It will be also applied for IPSLA operation resources.
