Does anyone know where to access the Portal Designer in SWSD?

When I click on the "Open Designer", I get a pop up window that says "Portal Homepage Designer" in the top left. From there I can add Widgets and edit what is there. You can click Save & Preview and also Publish when all done.

Turned out that I needed to upgrade my subscription. Done!
