Currently, when reassigning a ticket, it only sends a notification to the old tech. It should also notify the new tech that they were assigned an existing ticket.
Currently if the Tech Permissions option, Allow Re-Assignment, is unchecked, once a tech is assigned a ticket they cannot un-assign themselves from it. It's all or nothing. Similar to the On Vacation checkbox, add another checkbox labeled On Call. In the Tech Group Assignment Algorithm, add an option for On Call. This would select techs with the On Call checkbox marked, and then also honor the round robin or load balancing options selected.
