Hi. The best way to be aware of betas coming out in the future is to follow the Product Blog. You'll be able to sign up using your Customer Portal account info.

Would I be correct that to get to be a Beta Tester we need to follow the Blog of that particular Item or Module via the Customer Portal with active maintenance?

I recommend following every product page. This way as things like Beta programs arise you have an opportunity to review and test out a application to see if you want to try it or not. Also the evaluation copies are very helpful. You need to make sure you have a system you can Beta test on. You will not want your live system and take it from me, you don't want to apply too many betas to a single system either.
