Lock Client Location

I know you can Lock Ticket to Client Location but this locks the room as well. Is there a way to lock the location but not the room?

We are a school with three different locations. At each location we have printers spread around in different classrooms and teachers that move around to different classrooms. I want teachers at a specific location to be able to submit a request on a printer or computer in any room, which they currently can, but not change the location only the room.

In WHD you can assign alternative locations to Clients. You could assign all rooms from the given location to your teachers (have one primary and rest in section "Other rooms").They can then assign room, but not the location to newly create tickets.
