wireless access point automatic clear active alert 10 minute

I monitoring APs via WLC and I use the solarwinds default Thin AP alarm.
My problem is:
When I turn off one of the APs, it automatically clears after 10 minutes in Active Alarms, but when I turn on the device in the 20th minute, I do not receive a Reset mail.

When I turn off the device and turn it on within 10 minutes, I can receive the device's reset notification e-mail.

My question is why the APs we watch over WLC are clear from Active alarms within 10 minutes even though they are not UP.
