Is there a way to add an image inside a note (not just a link to an image)? There are options when creating notes for Image (asks for url) and for Link (asks for url also). Could this be a bug?
The information is stored as data type TEXT in the DB, so it is highly unlikely that you could embed an image directly in the note. I believe linking using HTML code is pretty much the only supported method. Other than that, adding the image as a file attachment would be the other way to get an image 'in' a note entry.

Pulls an image from a site or system on the web to insert into any request or note in WebHelpDesk
It's not a bug it's a "feature" as the developers would tell you.You can actually attach an image to any note (i.e. .jpeg,.png) which can then be referred to in the note itself, by doing this.
This is the best you get in Web Help Desk other than uploading the image to a separate external image site and doing what williamcerniuk described below.
The developers just haven't found it important yet to take up this feature request (which we all should vote for): https://thwack.solarwinds.com/product-forums/web-help-desk-whd/i/feature-requests/copy-and-paste-of-images-and-tables-into-tickets
