Is there a way to change the header Request Detail to say Functional Details instead?

There isn't.

Try looking at the custom label template file foubd on the server and substitute the text

When I click on Style Sheet Gallery I get No Page Found. Is that what you are talking about or is custome label template found somewhere else?
