Can a requester close tickets put in by other requesters on their campus?
Requesters can only Resolve their own Incidents, assuming you have it configured to allow them to do so as in the image below under Setup>Global Settings>Service Portal.
A requester cannot resolve another user's tickets as they will not have access to them, only their own tickets via the portal.
