Switch to M365 Outlook causing mail issues.

We are getting this error after following all the instructions on the site. We switched from an in house Exchange server to M365 Exchange. We cannot get by this error:

451 5.7.3

Starttls is requiered to send mail

BL1PR13CA0211.namprd13.prod.outlook.com

I am concerned about the speed of the support desk at Solarwinds on this issue.
