Today a customer show this image, error in you server.
First thing to do would be to confirm that the server credentials used in the attempt to deploy the agent are correct. Correct if necessary and try again.
If the credentials are correct, then the next thing to troubleshoot is if the required network connectivity/firewall rules are in place between the primary polling engine and the sever to which you wish to deploy the agent.
Take a look at the SolarWinds port requirement document for what needs to be open to allow for a successful agent deployment.

No, you just have to look at your agents on the server, HIPS server, and your workstation to find the "blocked" transaction. Unfortunately, I have had too much experience in dealing with this, getting it corrected, and developing policy exceptions to do what is needed to be done.
