Monitoring BGP "down" not followed by a BGP "up" within X minutes

Our networking staff is looking to alert on BGP Down messages, but ONLY if not followed by a BGP Up message within a few minutes. In other words, after receiving a “DOWN BGP” message, wait (X)
minutes, and then alert if no “UP BGP” message has been received. Does anyone know if this is possible, or are doing something similar, even with external resources such as Kiwi Syslog server or by forwarding to an external program?
