CUCM (Call Manager) 8.5.1 monitoring with APM

We have just added two new call managers to our APM 4.2 setup using the included Call Manager template.  Is there any way to setup a publisher and subscriber in APM as a cluster?  All of the phones, cti devices, and gateways are registered to the subscriber primarily.  I am seeing all green lights on that node, however the publisher shows mostly red due to the fact that the 285+ phones aren't registered to it.  Is there any way to fix this?

We have a similar situation in our environment.  Is there some kind of logic that is built into the App Monitor for this?  This is a standard setup for almost all Cisco VOIP environmens.
