only on dashboards that are geared towards directors and above or for service desk/NOC.
to give a brief explanation of what they are looking at. for all others its self explanatory.
It honestly depends on what the resource shows. Some of them are self-explanatory, others might need a bit more depth.
I always add subtitles to my resources. I deal with many locations and organizations, I use the subtitle to define location involved within that resource.

There are often times when you need to describe the content being shown in the resource below and a title is not a conducive way to do this.
If you are thinking of removing this functionality, I would suggest you could not do so on all resources.

I use them for this as well, generally for re-wording into readable English what the resource is filtering its data on. It works well when the filter is long, mysterious, or very specially written. Since the Title is a larger font/bolder than the Subtitle, the Titles look "clean and readable", and the subtitles are enough to give users info to indicate "hey, it's not *everything*, it's being filtered on something. I could put all of this info into the title but it would just look too jumbly to anyone who's using it as a general dashboard and aren't "detail oriented".
Examples:
Title:Top 10 Nodes by Average CPU Load
Subtitle:Average Load over 98%. Name not containing loader
Filter it's using: CPULoad > 98 AND Caption NOT Like '*loader*'
Title:Nodes with High Packet Loss
Subtitle: Excluding 100%
Filter it's using: PercentLoss <> 100
Title: All Applications
Subtitle: Not up, unreachable, or unmanaged
Filter it's using: Application.Status <> 1 AND Application.Status <> 9 AND Application.Status <> 12
This stuff seems to work for my management and those who use it, but if I was building something for higher up management, it would probably initially have to just be "CPU" or "Availability" or "Applications" in the title, with no subtitle, and the filters would be very aggressive so it would never show anything but green.

As often as possible. I use it like a description field, so that when people look at the resource they understand if it is filtered, what it is, who is is for, etc..
