New to Company - Trying to upgrade Solarwinds NPM - Solarwinds Information Service V3 preventing upgrade to 12.1

I have an open Solarwinds case but wanted to check Thwack first and could not find an answer to my issue. I am new to my company and came into a very old instance of Solarwinds (11.0.1)... I am trying to upgrade to 12.3 and am currently stuck on 12.0.1. I am in the process of upgrading to 12.1 and get the following error when trying to upgrade:

The following SolarWinds applications must be closed before installation can continue:

Solarwinds Information Service V3 (Process ID: 5296)

Close the applications and press Retry to continue installation.

I went into the server and stopped the services but during the install, the service starts back up. I tried setting the service to manual but it gets switched back to Auto and starts up.

I asked around and no one has the application open, this is probably an easy fix but I am at a loss.

Do you have a HA install?

Yes: you need to take the servers out of HA before you upgrade (at that version)

No: if you stop all of the Services in the Service manager on the console it should stop -> if it's not then make sure the Service Manager Service (one of the three services below the line) is stopped before killing the other processes, or it'll start the up automatically.

I ended up reverting my snapshot and trying again. I was monitoring the services and was able to stop the service and upgraded to 12.1.
